I want to start a clan and I have a name. Do you realy need a forum.

What do i have to do if i want to build a clan. Some guys told me I have to choose a clan-leader (Me of cource) and a co-leader. Can i just choose them of do i have to sign them in?
And how can i get the sign in front of my servername, whitch says i have a clan?
